Suppliers will be expected to deliver services that demonstrate a best value approach as defined by the government.
Public liability insurance and employers liability insurance of a minimum of 10 000 000 GBP will be required.
West Sussex County Council is a public authority within the meaning of the Freedom of Information Act 2000 and all correspondence received will be dealt with in accordance with the Act. The County Council will enter into the contract for itself and on behalf of other public bodies which are, contracting authorities, within the meaning of the Public Contracts Regulations 2006 and which exist or are established or otherwise exercise some or all of their statutory functions within the administrative county of West Sussex as at the date of this agreement (the relevant public bodies), and any such relevant public body shall be entitled, with the prior written consent of the county Council, to access and use the contract on the same or substantially the same terms and conditions as agreed with the County Council.
The contract is for a minimum of 3 years with the option to extend for up to 4 further years to a maximum of 7 years subject to performance.
The maintenance of public rights of way is broken down into 3 major activities;
1. Maintenance of structures - this includes the refurbishment/replacement of way-marking signs, the repair and replacement of all timber plank bridges (up to 4m in length) and repairs to larger bridge structures including the replacement and cleaning of deck planks,
2. Vegetation - the mechanical and manual clearance of surface vegetation. There is a limited element of tree surgery, although this is usually clearance of fallen trees/branches, and
3. Pathway work - maintenance of pathways can include, for example, the creation of a boardwalk or the installation of steps to ease access through these rural sites.
