The Contracting Authority does not intend to include a sub-contract clause as part of community benefits (as per Section 25 of the Procurement Reform (Scotland) Act 2014) in this contract for the following reason:

Contractors can select their own preferred subcontractors however the ESPD will give more marks for contractors who utilise more in house trades.

Contractors will have to monitor their subcontractors post contract This will form part of a clients KPI.
